We are looking for a staff member with expertise in animal welfare work for the Animal Welfare Unit.

The work within the animal welfare area includes animal welfare inspections, pre-approval of stables, and approval and licensing for various animal-related activities. In addition, the animal welfare area also includes handling complaints, transport inspections, submissions from the police, and executing animal seizures. Animal prohibition assessments and handling cases under the Animal Supervision Act for dogs and cats are also part of the assignment.

What does the role entail?

With us, you will have a varied job and you will primarily work with our planned animal welfare activities. This includes permit assessments, inspections of animal transports, and planned controls of livestock.

The work may potentially be combined with other tasks depending on your skills and the needs of the organization. For example, it may involve work within the pre-approval area, receiving and investigating complaints about inadequate animal care, executing animal seizures, handling submissions from the police, and investigating cases regarding supervision of dogs and cats.

As an animal welfare officer, you will work both administratively and in the field. You will review documents and conduct animal welfare inspections, write inspection reports, and draft and present decisions. The work also involves other administration and service.

We work divided into groups with a focus on one or more tasks, but you need to be prepared to support and contribute to other tasks or in other groups and units within the department.

The assignment involves many contacts at different levels in society, such as with the public, animal keepers, animal health professionals, businesses, industry organizations, municipalities, county administrative boards, central authorities, and departments.

Are you the one we are looking for?

For this role, we want you to have:

  • a university degree and be an agronomist, ethologist, environmental and health inspector, or biologist with a specialization in animal welfare, or have other education that the employer assesses as equivalent
  • good knowledge of animal welfare legislation and awareness of welfare risks in different forms of animal husbandry
  • experience in case investigation or work in a government agency
  • experience as an animal welfare officer at the County Administrative Board and knowledge of the systems Platina and DSK
  • good knowledge of the Office suite
  • good communication skills and can express yourself in both spoken and written Swedish
  • a driver's license for passenger cars.

To succeed and thrive in the role, you need to have self-motivation, be able to take initiative, and independently plan and execute your work effectively towards established goals and timelines. You are responsible, attentive, and have excellent communication skills. The work requires that you enjoy collaborating with others, as you will have a lot of contact with animal owners and operators, authorities, and colleagues in the department. You need to have good judgment in all these contacts combined with great integrity in the exercise of authority.

  • have the ability to make decisions with consideration of multiple perspectives based on a holistic view
  • understand that a central role for the County Administrative Board is to balance different interests
  • have the ability to prioritize and adapt to work with new tasks or in new contexts.

Great emphasis will be placed on your personal qualities.

It is meritorious if you have:

  • experience in work regarding permits for animal activities
  • experience in inspections of animal transports
  • education in construction and ventilation in animal barns or knowledge in the area from previous professional practice, such as a pre-approver or building consultant
  • experience in case handling regarding the Animal Supervision Act for dogs and cats
  • practical experience working with animals
  • experience working with people in, for example, care, social services, or educational activities.

More about us and the role

You will work in the Animal Welfare Unit. The unit consists of the area of animal welfare, with cases related to planned control, pre-approval, handling permits for animal activities, public demonstrations, and transport inspections. We are part of the Rural Department, which has four other units and nearly 80 employees.

In the teams, we collaborate and support each other within our respective areas. The unit managers lead with warmth and commitment and practice a trust-based leadership.

The employment is a full-time temporary position until April 16, 2027.
